About the Instructor

Robin Hill has served as the Human Resources Director for West Fargo Public Schools for 17 years.  She holds a Bachelor’s Degree in Business, and a Master’s in Business Administration from NDSU.  Robin has held a Professional in Human Resources Certification from the Society for Human Resource Management since 1997.  As West Fargo’s HR Director, she supervises all the district’s HR functions including Payroll.  West Fargo Schools currently employs just over 1400 regular employees and approximately 250 temporary and substitute employees.  Robin is a member of the Fargo-Moorhead Human Resources Association and Agassiz Valley Human Resources Association, along with the Society for Human Resource Management.

Course Assignments

Review and familiarize yourself with the following documents in your School District:

  • Negotiated agreement for your school district
  • District employee handbooks or Administrative Policies
  • School board policies pertaining to all classifications of personnel
  • Summary Plan Descriptions for any/all of your insurance plans and flex

Review the following online resources:

There will be three assignments for the course. All students will be required to complete a 25-point multiple choice exam at the conclusion of the course. Two additional assignments will be in project/essay format. Assignment #1 is to be completed prior to March 3, Assignment #2 by April 5 and Assignment #3 (final exam) is to be completed by April 27, 2018. Students will choose their assignments from a list of options given.

Assignment #1: Choose one assignment from the list below. Consider which of these best apply to your school district or that you are most interested in exploring further. Complete this assignment prior to March 3 and submit it via email to hill@west-fargo.k12.nd.us

  1. Prepare a benefit summary for a major class of employee in your school district. Articulate your benefit package and all employer and employee obligations toward benefits as they exist in your school district today.
  2. Prepare a COBRA notification letter for an employee who is resigning from your district. Your employee has been carrying family health, dental and vision coverage on your group plan. Include any necessary response forms and attachments.
  3. Short essay (no longer than 2 pages single spaced). Describe the health insurance plan currently offered by your District, including statistics on your plan related to membership and annual budget. Is this plan fully funded or self-funded? Is this the optimum funding arrangement for your district? Explain why or why not.

Assignment #2: Choose one assignment from the list below. This assignment should be completed after the class meets on March 3. Consider which of these best apply to your school district or that you are most interested in exploring further. Complete the assessment by April 5 and submit it via email to hill@west-fargo.k12.nd.us

  1. You have just been notified that one of your full-time teachers is expecting a child. Prepare a letter to the employee explaining how her leave will be administered. Explain and describe any attachments and enclosures you will include with the letter.
  2. Prepare a general statement on non-discrimination for your district that will be suitable for use in your employee handbooks and on your job applications.

Final Exam

Assignment #3:  After you have read all the course materials and watched the online lectures, you may take your final exam by clicking here. There will be 25 question multiple choice exam. You may use your lecture notes and course resources to answer these questions. Once you have completed the exam, click “Show Results.” A screen will appear with your recorded answers and final exam score. Remember to complete a proctor form and return it via email to rebecca.duben@ndsba.org by April 27, 2018 to receive your final grade in the course.
